The Chanakya to Kruti Dev mapping is being finalised
The Kruti Dev half of this conversion is done and tested. The Chanakya half is written and round-trips cleanly, but is not yet confirmed against a real Chanakya document, so the page stays off.
There is deliberately no converter on this page yet. A converter that returns wrong Hindi is worse than one that is honest about not being ready, because you would have no way of knowing which letters it got wrong. Still to verify: Chanakya.

Chanakya and Kruti Dev are different layouts
Both are legacy Hindi fonts that store Devanagari on ASCII codepoints, but they were made by different vendors and they do not agree on which key carries which letter. A Chanakya document opened with Kruti Dev installed shows the wrong Hindi, not gibberish, which is exactly why this needs a real map rather than an approximation.
The Kruti Dev half of this conversion is already finished and tested. What is missing is the Chanakya side. In the meantime, the Kruti Dev to Unicode converter works today.
